New customs rules for trade with the EU

An overview of trade rules between the UK and EU including information and sources of advice regarding customs, imports and exports.

The EU has introduced full customs controls from 1 January 2021.

The UK Government has been phasing in border controls for goods imports from the EU over 2021 and 2022. Customs declarations are now required for all imported goods. The planned introduction of the remaining controls – health certification and sanitary and phytosanitary (SPS) checks on agri-food products, physical SPS-checks on EU imports at designated Border Control Posts, and safety and security declarations – was postponed in April 2022.

In April 2023, the Government presented a draft Border Target Operating Model for all goods imports into Great Britain. A new, risk-based model of SPS-checks for food, animal and plant products will be rolled out from the end of 2023. Safety and Security declarations for EU imports will be required from the end of 2024. A Single Trade Window will simplify the way importers provide information to government.
